"Pervasiveness" got there first.

There are pairs of words with "city" and "ness" that do coexist. Is
there a pattern?

mendacity/mandaciousness, but not veracity/veraciousness.
perspicacity/perspicaciousness.
capacity/capaciousness are not really synonyms.
felicity/felicitousness.
vivacity/vivaciousness.
ferocity/ferociousness.

I'd conside "Pervade" as the root. "Per = "through", "vade" "go"
It includes the standard d>s (as in "explode > "explosion").
